I used a "Liberation War" CB to force my ideology on an opponent.
The enemy changed their ethics to mine, and they changed their form of government to mine, but their "character" seemed to remain the same (- Evangelizing Zealots; earlier in the game I watched the same happen with "Hegemonic Imperialists"). I had the impression that their character was responsible for wanting me to change to unresticted war policiy (in effect giving me -50 opinion on "Offer Federation Status - thus preventing them from joining my federation).

I hit Alt-F4 (since I was on "Ironman" and the month wasn't over / I could revert back to 1st of month when reloading) and restarted the game, and voila: this time the enemy became "Peaceful Traders" and they joined my Federation: they no longer wanted me to change war-policy, nor did my other Fed-members object.

The only thing different was, that I waited a day or two, and this time the ex-enemy offered a migration pact, before I could offer all the pacts first. - Not sure if this makes any difference, or if the usual trick about restarting the game and reloading the last autosave did the job...


Edit: maybe character changes / updates don't happen instantly but require a day to pass? Or a first day of month?
