The incinerator's processing rate varies depending on the amount it has in its reserves. The more it has, the faster it processes. It's just how they're coded to work. The max rate it can process is 48,000 units a week, and that's if the reserves are near max.
Not sure what someone disagreed about, but I was under the impression that is how they worked. The question of "why" still remains. They would be a heck of a lot more effective if they consumed it as fast as they can all the time. They seem to all get close to full, and then have fewer trucks out, and then you need to build more.
Maybe they didn't like my signature lol.
But that is how they work, and yea, they would be more efficient if they processed at the max rate all the time. But you can go into the asset editor and load it up, and increase the processing rate even more if you wanted. I increased my incinerators to a max rate of 144,000 units a week lol. That way, more garbage trucks are on the road (20+), instead of just a few, now I'm achieving close to maximum efficiency for them.
