Inactive Client States

In my current Russia I set up a client state in northern Quing, because otherwise it became a protectorate when I released it. I then sold it a couple of provinces I didn't want to core. I made it my religion and dynasty as well. After 5 years it is just sitting there. It is not tying to core its provinces or trying to convert them. I gave it a gift of 300 ducats and they are not trying to build an army.
Is this a bug or do client states just take a while to get going?

Sometimes they do take a while to get going. Not sure why exactly, since I haven't used client states that much recently, and haven't done much testing, but it seemed this happened more when I made a client state out of a bunch of provinces I had no core on. Is that what happened in your case?

Yes, it was a newly conquered area I didn't want to spend admin points coring, so I made it a client state.

That's probably the trigger. In each of my instances, it took 5-10 years for it to actually start doing anything. Perhaps it's best to core a single province first, and use that as a start.
