There's a lot of modifiers in text files that don't exist in the game because they probably existed at some point during the development but were removed.
For example in that same .txt there's modifiers for mild, normal and severe winters but winters don't exist in CK2.

Thats a leftover from EU3. Many Pdox game have those from previous titles.
Another example are GFX that are often left in the folders despite not being used.
