Abyssinian empire requires the Sultanate of Egypt, as well as African culture. I'm afraid the Zagwes have closed the imperial door behind them several generations ago...

Duke of the Dread Baboons however, might be an attainable goal.

Sultanate of Egypt? Not at all, only Nubia and Abbysinia. And culture can be changed through a guardian or heck, even with a console (it ain't so big deal after all).

Sultanate of Egypt *is* a requirement. This is even though it is not a part of the DeJure empire
The special requirements are:
Have culture group East African
Is Sultan of Egypt
Is King of Nubia
Is King of Abyssinia

All 3 titles need to be personally held.

Mali has a similarly convoluted route to becoming an Empire, requiring holding the DeJure empire and the Kingdom title, plus the Kingdom of Mauretania, plus 1 more kingdom.
