Im not sure how big of a thing this would be, in words it seems simple enough, But I'd like to be able to change my leader titles, instead of calling Generals "Generals" I'd like the ability to rename them to something like Warmaster, or something befitting of other sci-fi titles that I like. Admirals could be Ship Masters, etc etc.

Thought it would be something cool for Banks :)

You can already do that in the empire creation screen. Under the leader tab. It's kind of counter-intuitive since type of government comes later in the list. But you first must decide on a government then go back to the leader customization tab. Otherwise picking a new government will reset the custom title you mae. Rename your leader title (and heir title if you have one). Be sure to switch between male and female and rename both. Otherwise you'll only be renaming one gender.

When you switch governments to an advanced form your empire name will change but this doesn't effect your leader title. You can change the name of the empire back by clicking on it in the government menu. Only issue I found is that election pop ups keep referring to the default title. But every other flavour text correctly uses your custom title.

EDIT: Just realized you were talking about the other leaders. Yeah, I agree with that.
