Could you explain a bit more what's happening? What exactly did you do? What "box" are you filling?

I started a map with its streets, electricity, water, services, and it filled with streets with houses (green areas) and the entire square was filled with houses, but the population number does not go above 6000, playing with or without mods.

You have to buy more tiles ("squares"). Click on the globe icon on the bottom left corner of the screen and you'll be able to buy more.

not that the population number does not correspond to the number of streets, that is, houses
Please don't write in such colors as it is barely readable.
