In succession wars, forcing the release of the PU should be discounted

I just got into a succession war with Spain over the crown of Portugal. As Russia, I have little interest in forming a PU over Portugal, I just don't want Spain to get it.

Yet, claiming the Portuguese crown for myself costs 60% warscore, while simply forcing Spain to let Portugal stay independent costs 100% warscore. Granted, this is due to how wealthy Portugal is and the way the releasing vassal warscore cost is calculated, but I think in succession wars, there should be a way to force the target country to release the PU that is cheaper than claiming the PU for yourself.

I think the idea is that only your King or their King has to the right to their throne - getting the Portuguese to accept neither the first, nor the second in-line to the throne is no simple task - here, I've decided this random noble off the street should be your king, enjoy!

Or, at least, that's the only way I can think of to explain it historically. Gameplay wise, yeah, it's kind of stupid.
