I tried selling it to them but they didn't want it. :( So I'm going to have to deal with the revolts, I guess.

Can't you sell it to them for zero?

No I was still an empire. I had two vassals when I noticed this: Bulgaria and Naxos (which was at that point an Orthodox state though I don't know how it changed). When I get off from work today, I'll try to load up another game to try to investigate and see if I am doing something odd.

Oh... I know at one point during that game I was the lesser partner in a personal union with Georgia. Maybe that might have had some effect? Or does relative power of one's vassals have some effect?

I tried, but it was set at 'very unlikely', and they kept declining.

I would sell it to Sicily, but I had to release the whole island as a vassal due to constant revolts and I want to dilpo-annex them when I'm Italy, so giving them a third province is out of the question.

Jaspume: use the TAG Cheat.

1) Pause the game.
2) Sell them the province for a reasonable amount (0 or up)
3) Type 'TAG TRI' in the console to become Tripoli
4) Accept the offer
5) Type 'TAG PAP' to become the Papacy again
6) Unpause the game

Sometimes, this is the only way to get the AI to behave.

Right, so let me get this straight...

You need to be in the latin, eastern or muslim tech group, a feudal or despotic monarchy, be at 1 or more stability, not be at war, be an independent state (not a client/vassal) and own at least 30 provinces - is that right?

Sounds about right, though I am surprised there isn't some sort of centralisation requirement.

I did not know IN had an Empire system. However even though it is only a name, it does increase the game's flavour. At least you have something to aim at.
