Think about it, why does it cost 1000d to move you capital? Because you're moving godknowshowmany people and records vital for the administration of your nation. For a nation to give up thier capital without that is almost to cease to be that nation, so they'll only do that if the capital is effectivly cut off from the rest of the nation and lost to them anyway.
You might say "Well I beat them in a war, I can demand whatever I like", but by that logic you should be able to demand 200% peace deals or annex major nation in 1 war. Sorry, but EU is set up with certain rules (It was originally a boardgame, remember!), and some things are just not done.
If you want a more gameplay based reason; most nation are setup with certain 'goodies' in their capital, e.g CoTs or special buildings. If you could demand capitals willy-nilly you could simply cherry-pick nations, taking only their best provinces and the capital.
