Uhm, something seems wrong with the "In Limbo" event chain.

For some reason I can't get the option to download the data patterns.

And i'm playing as a materialistic xenophile and individualistic empire.

Can somebody help me?

If oyu have droids, you wont be able to download it.
ITs currently broken, and they are fixing expanding it.

Only way to get the achievment (if thats what you are after)
is to not have researched droids tech /oulawed them before you start investigating the special project, and there is a chance that a Xenophile FE will ask for a copy later.
