I recently did a trial conversion from my DV game to EU2 using the in-game converter. I found that I had "permanent" CB's with about half a dozen nations. What caused this? Was it claims carried over from DV?

Probably. Check your core provinces on the political mapmode; it might have turned claims into cores.
