You see the paint zoning that is used for parklife DLC and campus, we can imagine sooo many other things that use this zoning system:

-Airport/ harbor (giant customizable harbors and airports!)
-malls
-prison ?
-research/scientific center
-public urban places and squares for events, outdoor market
-electricity production (creating a giant zone for production of electricity like a big nuclear power plant, which need a river, building for security, offices for employees... and more the nuclear power plant is big, more there is electricity, but more danger and more employees needed...)

I have long championed airports and harbors being used in this way but I'd also like rail stations and rail yards. So mixing cargo and passenger stations, and indeed mixing two or more transport types.

Airports and harbours would be good, although expanding it to rail as suggested above (and transport interchanges more generally) would be great. Open spaces for outdoor events I'm on the fence about, the other seem a bit excessive to me

I didn't notice the events thing but i do think I'd actually be quite cool like for most of the year there's only an empty field with pathways, and then for a short time each year (maybe a month or two) a fair or market or something appears, or better yet if we could set multiple events, so the area changes at different points over the year.

I think harbours and rail yards for sure. Personally I think airports are less of a priority as realistically you can’t build a city quite large enough to need an airport bigger than what they offer in game; however, this would be the most fun of any in depth DLC for me.

In the core game? Probably true, but with mods you can make massive cities where a complex airport would be appropriate.

I would take Adelaide, South Australia as a good example of how it could work. Small city of one million, mostly a suburban city with a small city core but still has a relatively large airport though it only has one terminal and runway.
