The asset editor should have the ability to be accessed inside the city game UI. Quite possibly you could even highlight which roadside tiles you wish to use and through the asset editor create a custom park/plaza/area. It could even be used for building custom parks, air/seaports, building complexes etc. There are many places around my city where I can't place a pre-made park/complex due to irregular lot size and wish I could use the asset editor to fill it in with something.
