Oficinas Gerais de Material de Engenharia. According to the official page and my Google translate skills the team should be available from the start of 1917. (November 1916). Also updated the pic, using the one from the site. Fellow history geek posted pics from the corps in Here.

The logo included symbols of the city of Alverca and Parque de Material Aeronáutico which was the predecessor of the team. No changes to the attributes.
The team should appear in 1933-1991 period as OGMA with skill 4 - aeronautics, technical efficiency, aircraft testing, fighter design.
Lisbon Dockyard. After a brief research I decided to rename it Arsenal da Marinha de Lisboa as it became known in 1910. There were built several destroyers but with help from UK Yarrow shipyard (boilers and engines). I understand that the region of Lisbon contained all major shipbuilding facilities in Portugal around 1900 however small were they. No changes to attributes as I didn't see any naval artillery capability but added general equipment. This blog contains pics from different years of the Arsenal. Here's my pic - one of the destroyers in 1920.
Arsenal do Alfeite. Actually construction started in 1928 and the arsenal was operational in 1938.
It considered then one of the largest and best equipped shipbuilding facilities. According to Navypedia and the ships built there the place was capable of medium naval gun production and equipment. I replaced management with electronics as I believe they equipped the escorts themselves. Many pics here.
José Norton de Matos. His starting year should be 1915 the time he returned from Angola, and he should be available until 1917 when he went into exile. In his capacity as minister of War he was responsible for reorganization and training of the army He is a land doctrine team but after his exile he was ambassador, then returned to Angola, then became an opposition to Salazar regime. After 1940 he was more of a politician then general. Here's the pic from his period of minister of war during WW1.
Francisco Soares. I decided to remove him as his military career was most notable in the interwar period. Became colonel in 1920 and general in 1932. Instead i think the Escola de Guerra has to be updated as no general in particular except maybe Jose Matos had a strong influence on the military in the period.
Founded in 1911 and Google translate says there were military courses, training, military engineering, field medical courses artillery, and cavalry courses. It is available in the period 1911 -1919. I made it skill 2 and added medicine so It will look like those South America land doctrine techteams. General info here under the Escola de Guerra paragraph. New pic -
Next is Escola Militar - the successor of Escola de Guerra. It was available from 1919 to 1936. So I changed it to Escola do Exercito. Attributes - infantry_focus, training, small unit tactics, centralized execution general equipment and combined arms focus.
Associacao Industrial Portuguesa had a bit different name in the list so I changed it according to the official site. It is a non-government industrial association founded in 1837. However as a starting year I decided to set 1903 as according to their Official Page they published their first national plan for industrialization and modernization of Portugal's economy. So for the WW1 period stats are: Skill 2 - industrial engineering, mechanics, management, technical efficiency. Available from 1903-1930. THIS blog has many photos including the old building which I prefer.
This team should appear in the 1933-1991 period with skill 4 , industrial engineering, mechanics, management, technical efficiency and electronics. New pic - I decided to name it just AIP.
Caminhos de Ferro Portugueses. No major changes here. Set skill to 3 as they seem overpowered for a railway company. Even the pic stays if I don't find a better one. However the team should be available until 1953 as later the railways were electrified so no more industrial engineering and management.
Team from 1953 - 1991 should be with the same name. Pic from a new passenger car. Skill 4-
electronics, mechanics, management, technical efficiency.
Fabrica de Material de Guerra. No changes here. Just new pic.
Fabrica de Armas de Santa Clara. No changes just new pic again.
Companhia Uniao Fabril . I set the start time for 1930 as this was the period when the company was most powerful in Portugal. It was a big corporation. Just set skill 4 and added naval engineering as they did it in 1937.
Escola Naval No changes here. Just better pic of the Portuguese Navy. The team should be available from 1900 to 1956.
After that the new team should have the modern logo. and updated stats. Skill 4 - seamanship, naval training,small taskforce tactics.
Acadamia de Forca Aerea. History of air academy is very complicated linked to the navy, then separated. As far as I know the current academy was established in 1978 which would be the starting year of the team until 1991. Skill 4.

Jaime Afreixo was commander of Portugese navy in 1926, then Navy minister until 1940. More info about him here . Found better pic of him. Skill 3 - seamanship, centralised execution, small taskforce_tactics
Sarmento de Beires. Portuguese pilot pioneer. Made the first night flight across the Atlantic. Info Here, Here and Here. Available from 1917 (when he graduated) until 1926 when went to exile because was against the 28 may dictatorial coup. Skill 3 - training, aircraft testing, piloting.

So in the end I think we need an air doctrine team for the WW2 period 1933-1945+. As I said the history of air training is complicated. Many transformations, institutions and activities. In general I could make a compound team Forca Aerea Portuguesa which will include all those activities. Period 1930-1978. Skill 4 - training, piloting, fighter tactics, bomber tactics. Pic will be classic Airforce Logo - Portuguese Cross.
