So I'm pretty new to the game and I don't know all the ins and outs yet but I was wondering if there was a way to improve your leaders skills? I started a game as the Timurids and managed to reform and westernize my nation to the oriental tech group but I can't modernize my military because my leaders since then never have a administration skill of over 7. So basically I don't stand a chance against any of my neighbors besides other hordes and the Indian factions. I formed Persia so I'm a theocracy now and I can't seem to switch to any other type of republic. So am I just stuck waiting 40+ year cycles of poor rulers until I luck out and get one with a sufficient administration skill? Thanks in advance.

Gov 27 lets you switch from Theocracy to Absolute Monarch with 10 stab cost. (really it's just 6 cause you can't go below -3)
Other than that, you're out of luck till mid 1600s.

If you need the troops, you can recruit troop type of enemy nation as long as you have a province with their core.

(or you can modify your savefile, or load up a previous save and go Mughal instead)

Rulers that are generals tend to die sooner, so you can make your Mufti (I think that's the Persian theocratic title) a general, and have him lead impossible sieges and things, which ought to help finish off the bad ones sooner.

Otherwise, going Mughal is probably the better route for getting a republic.
