As Vratislav II of Bohemia, I've sent my chancellor to the Kaiser, whose opinion of me is slightly negative. But while the chancellor reports back success, they invariably come from vassals of the Kaiser. Should I assume that chancellors are simply out of luck, in this case? I can certainly offer something more substantive, like a suitable gift, and I've already switched out chancellors with a more effective one--thus raising the Kaiser's opinion a bit--but I wanted to keep the gold and spend the words, instead.
