1. Turn the ADM cost number red when you don't have enough ADM to switch government types, so it is easier to differentiate at a glance from not having enough tech. The tooltip could also indicate when you are estimated to have enough points to change type, similar to the ideas and tech screens.
2. Replace the Red X (or green check) with the actual tech level required, and then make it red when you aren't at that tech level. Tooltip should indicate your current tech level.
3. Separate out the government rank vs government type bonuses. It's just confusing otherwise. This should probably be done in the regular government screen as well.
