- When formed by anyone else, the reform still helps with governing capacity, fixes the government rank to empire, gives a choice of ruler following the monarch's death between some children of the old Emperor, and the nation's generals.
- If the founding country is Catholic, it grants +2 yearly Papal Influence
- If the founding country is Orthodox, it grants +2 yearly Patriarchal Authority
- Gets a unique mission tree that centers on dominating European trade, improving Mediterranean provinces, securing borderlands, and eliminating the Empire's old rivals; i.e. conquering Germany, Persia, Arabia, the British Isles, the Caucauses, and the Asian steps.
- Gets cores on ALL provinces that are historically part of a state that claimed to be a Roman sucessor state, including the Holy Roman Empire and Russia.
- If the founding countries was Catholic, Rome becomes the permanent Curia controller, Orthodox countries get a similar event to "The Papacy Heals the Schism", and Catholicism gets locked into a Tier V religion for purposes of Defender of the Faith.
- If the founding country was Orthodox, Catholic countries get a similar event to "The Patriarch of Constantinople Heals the Schism", and Orthodox gets locked into a Tier V religion for purposes of Defender of the Faith.
- If the founding country was pagan, give the option to resurrect Helenism, turning Rome and Athens into Helenic centers of Reformation
- Get a unique Tier 1 Government Reform which fixes the government rank to empire, increases administrative efficiency, increases the likelihood of getting good heirs, and gives a special "Jihad" CB on all non-Muslim countries which functions like an improved version of the Holy War CB.
- Gets a unique mission tree that centers on increasing the influence of Islam through the conquest of France and Italy before the rest of Europe, unifying the various Islamic sects, conquering Africa, conquering India before Southeast Asia, before China.
- Gets cores on all provinces that are Muslim when the Caliphate is formed.
- The specific sect of Islam that the founding nation is gets fixed into a Tier V religion for the purposes of Defender of the Faith
