Playing as Germany is it worth it? -10% is a lot in production loss but rise of Stability may be worth it. But in the first part of the game there is so much else to use political power on. What are your thoughts and experience?

Stability basically translates into "more factory output in the long run"...Like you said, at the beginning of the game, there's quite a few things that are more important. The decision is kind of important, but I wouldn't prioritize it.

Not sure of the exact mechanics on this decision but I took it pretty early on in my Romania campaign (like 140 days in)that i'm working on and it has just popped up for a second time around August/September '38. So if there is some kind of timer on it, it might be best taken early on so you can double down on it later for even more stability.

You can already max out Germany's build slots by 1940 without taking it. Unless you need stability for a reason other than output, I doubt it's necessary to take.

I think you are mistaken which decision the OP is asking about. Improved Worker Conditions adds .5 stability per week for 180 days at the cost of 5% consumer goods and 10% factory production. So basically in the end you come out with +13 stability. If you do it twice you've almost negated the stability penalty of -30 for being at war.

The OP also says "first part of the game" so I took that to mean the buildup period from '36-'39.

I am seriously considering this as Italy. How much production does 1 stability add?
