Improved Kingdom of God decision for the Papal State

The current decision completely removes the Curia and along with that any benefit that the Catholic religion has. This means that there is basically no more reason to stay Catholic because it basically becomes a completely shitty and inferior religion with almost no bonusses. The worst part about it is that if you are the Curia controller as the Papal States, you will still lose the bonusses which is absolutely ridiculous. No more Crusades, no more excommunication, no more

I think that it would be best if the decision would change nothing about the Curia or Papacy EXCEPT for the fact that the Papal States is fixed to always be the Curia controller.

EU4Wiki actually says that this should be the case with last patch but when I tested with most recent patch this didn't seem to be the case).

Optionally the Kingdom of God decision should be reverted after the Papal State has 5 or less provinces

I want the decision to be improved but I am not too sure about giving them Perma Curia that seems REALLY strong, maybe an Event Modifier(like the one they already get...) that gives them a "Curia Light" bonuses.
The disbanding of the Curia system does not affect the Papal States in the same way as it affects other countries as they don't collect PI therefore if they get a similar bonus to Perma Curia(Reduced for Balance) and destroy the Curia they will end up on top over other Catholic countries.
