With the new Emperor DLC we now get 5 tiers for the Defender of the faith mechanic with bonuses scaling acording to the tier. Thats a nice addition to the game, however the way the way the tiers are determined could be fleshed out a bit, imo.
Right now the only thing that matters for calculation of the tier is how many countries follow the religion of which you are the defender of faith. Tier 1 requires 1-4 countries, tier 3 10-19, tier 5 requires 50+ countries. I think thats a bit insuficient in determining the strenght of a religion. Lets have a hypothetical example of a world where Sunni Ottomans counquer the entire world, exept for the Catholic HRE with 60 OPMs in it. In this world Sunni would only be classified as tier 1 religion, since only the Ottomans follow it, whereas Catholic would be tier 5 religion, since 60 HRE OPMs follow it, despite Sunni controling far more land and development than Catholic and Ottomans themselves having far more powerful military than all the Catholic HRE combined.
Hence I suggest the following equation for calculating the Religion tiers, which would take into account both the amount of countries and also the real size of a religion:
1. Tier of a religion would be determined by combining the development of the countries which follow that religion. Development of each of those countries would be multiplied by its own religious unity, for example if a country has 75% religious unity, its development will be multiplied by 0.75 (however the modifier would never go above 1, even if religious unity is above 100%).
2. The development value of a religion would be further multiplied by a modifier thats based on the number of countries that follow the religion. If a religion has 1-4 followers the multiplier will be 1; 5 - 9 = 1.25; 10 - 19 = 1.5; 20 - 49 = 1.75; 50+ = 2
3. The religion tiers would require the following development value:
Tier 1: Less than 500 dev
Tier 2: 500 - 1000 dev
Tier 3: 1000 - 2500 dev
Tier 4: 2500 - 5000 dev
Tier 5: 5000+ dev
4. Since as the game progresses and the overall development naturally increases, the development value required for each tier would also be modified, based on which age the game is at (e.i. age of discovery, reformation, absolutism and revolutions). At the start in 1444, the modifier will be set at 1, for each following age the modifier would go up by 0.2, so after the final age has started, the modifier will be at 1.8.
The specific values can be altered of course, these are more for illustration purposes, but I think the method itself would be a substencial improvement to the current system of assigning DoF tiers.
