I'm on an island map, The only way for cargo to leave is via the harbor, until I build an airport. There are no highways or trains leaving the map.

Let's face it - one way in, one way out. Traffic can only despawn at the rate the one single point of entry into the building allows for. It doesn't matter how well laid out your city is prior to this, once you reach a certain point, the cargo harbor will destroy your highway infrastructure. I put multiple harbors, BUT the game doesn't calculate traffic in it's route, so they all go for the nearest (even if it's by a fraction of feet) harbor and ignore the others.

I've put in warehouses to sotr ethe goods, but once they fill up, it's back to the cargo harbor problem. I've put in traffic sponged, just zig zagging roads, but they also eventually just fill up since goods spawn faster than that SINGLE POINT OF ENTRY in the building can accept the traffic. Can you tell I'm a little pissed that there are 6 doors on the physical model, but only one ever gets used??

is there a way to fix or mod this in the vanilla game?

If you built a cargo airport you'd just transfer the problem to there instead and the harbour would get little use.

It sounds like you are exporting too much, take a look at your connections tab and see what all those trucks are carrying.

Commerical zone goods are very easy to overproduce.

Yes, island maps are limited. Everything in the game have limits.

It just sounds like you are overbuilding and/or you need to work on the logistics.

Maybe post a saved game and we can pinpoint major issues quickly and you can get things under control easier.

Maybe a screenshot will help for the moment? I gave up trying to get it to look pretty at this point. Top harbor only attracts the fishing industry nearby. Bottom harbor draws industry from ore and general zone across city. Trucks stack up faster than the building can handle. Might as well be a one lane ramp the entire distance to and from since only that one point can accept any of the traffic in the building.

Yeah, that looks normal. But it only shows a bunch of vehicles on the road and nor what the city is doing.

You just seem to be at the current limit for the Harbor. There are many freight mods to manipulate freight. I think an outside connection limit increase, a per ship increase of capacity, and maybe in increase of ships per day.

I can't tell which are exporting, importing, or returning empty vehicles. so you can have three different types of freight vehicles.

But a saved game is the easiest choice, other than resorting to mods. Which a lot of them are still needing fixed from the new DLC last month.

The default saved game location:
C:\Users\MarkGB\AppData\Local\Colossal Order\Cities_Skylines\Saves

When you get to your User folder that has documents, pictures, etc. you will need to click the "VIEW" tab on the menu bar and select Unhide or Hidden items or similar option to be able to see the AppData folder.

I think there is a way to make dedicated import and export harbors using the harbor with the train option. Build a small area with all needed facilities (police, morgue, etc) and connect two rail harbors to it, but do not connect it to anything else. Now one of the rails you make going one way in and the other one-way out. Both rails you can connect to a station connected to your highway. They dont have to be close to each other so you can decide where you want the traffic.

Unless you import or export more than one dedicated station can handle (very possible) splitting the traffic should help. Beyond that reducing the need for import/export should be your focus!

im not sure this works quite the way you want, half the load will just come out in trucks if rail 1way, defeating the whole plan. But hey if it does work then fair enough
You could just use internal rail to take goods to and from indy/commercial, the only trucks you will see are from indy to rail, from rail to commerce. Every bit of road inbetween should be pretty truck free

FOR OP
The main issue you having is that the cargo port is the only entrance. So all goods in/out have to go there,
So if you were to use a local cargo hub (rail), that then just becomes another entrance/exit to your city. Putting half of your problem else where. And half a problem becomes no problem because traffic density is lower. Cargo ports are not traffic generators as some have called them, used correctly (in conjunction with rail) they will eliminate trucks from your roads
A balance of import and export is also important, the more goods you sell internally the less that can be (have to be) exported. The higher the demand for goods not met by your indy will increase your imports

PS, have you not unlocked the cargo hub yet??

Here's an interesting way to eliminate return traffic to not only your cargo buildings but your entire industrial sector(s) as well. This is a small test city to illustrate this concept.

ImpExp.png

The harbor at the top left portion of the screen is import-only - there is only a small dead-end road connected at the other end (not in view) for service buildings like trash, fire, and police (which you can turn off most of the time) - and provides materials and goods to both the industrial sector and the rest of the city. The connections are underground highways for maximum speed. This allows imports to reach both the commercial areas and the industrial sector but, crucially, prevents trucks and delivery vehicles from returning. The best part is, they'll make their deliveries and then de-spawn (!), instantly removing a lot of traffic from your streets and helping to prevent bottlenecks at your cargo points.

In this example, I've extended this concept to the entire industrial area which only receives its traffic from the cargo point and sends its products out to the city via underground highways and to the other harbor for export. This design also prevents all return traffic to this area.

The second harbor farther down is export only and has a small dead-end section of road for the necessary service buildings. A lengthy underground highway both saves surface space and gives plenty of room for the arrival of exporting vehicles. In this example, the industry was exporting almost 2500 units but the export traffic never backed up more than the first couple of arrows of the connection.
