Impossible to upgrade Stations

Hello,
I have a problem with upgrading some of my stations. I've built all needed modules but it is impossible to upgrade them. The problem doesn't affect all of my stations. Some of them can be upgraded.
Is this a bug ?

Most stations seem to be missing the habitat module for the faction your playing. Human Civilian Stations for example are missing human habitats. This most likely will be fixed with the big update coming out Friday.
