Impossible to play as emperor (bug)

i'm Austria (1448), i have pued bohemia and i'm allied with poland lithuania, saxony and castille, yet nobody is willing to give back unlawful territory because apparently the power of my alliance is not strong enough.
Even Augsburg allied with switzerland and württemberg is apparently to strong for me.
Please solve this
