Impossible to be Revolution Target while owning TC land?

Please follow me and stop me where I’m wrong.

In order to become Revolution Target you need Revolutionary Zeal (more than the current target I think but doesn’t matter).

Maximum Revolutionary Zeal is determined by how far the Revolution has spread in your territory.

If you are a colonizer, traditionally Spain, England, France, etc. you are likely to have provinces in Africa and Asia.

If the revolution spawns in Europe it will most likely spread to your home provinces but likely not to your faraway colonies in South Africa or East Asia or any other TC region.

American colonies are not counted because they are not an integral part of your nation, they are only subjects and thus they don’t count to your Maximum Revolutionary Zeal.

I think if the revolution has spread in your homeland your TC provinces shouldn’t hold you back from getting Maximum Revolutionary Zeal... Revolution should either spread to them too or they just shouldn’t count.

Is it a bug? Has it been reported? Is it WAD? Do you like the way it is or do you want it changed?

Well, the problem is that with the new trade company system you can set trade companies as European nation in Europe. So restricting this to TC's may not be the best option. Overseas though? Or restriction based on continent? (but what about Ottomans etc. with 2nd option?)

Maximum Revolutionary Zeal is determined by how far the Revolution has spread in your territory.
Revolution spread is just one of the sources for Maximum revolutionary zeal. You can get up to 55 from government reforms and 10 from being in a golden era and even 10 more if you form Vermont(the last bit is not really practical).
In order to become Revolution Target you need Revolutionary Zeal (more than the current target I think but doesn’t matter).
It matters very much that you just need more zeal than the current target, because you don't need such a high revolutionary zeal to become the revolutionary target. If there is no revolutionary target anymore because you or someone else killed it, you just need 20 zeal to become the new target. Or you can make the current target lose zeal. They will lose 20 zeal for every war that they lose and if you force them to be at peace(e.g. by guaranteeing all countries that they could attack), they will lose 4 zeal per year.
