How come that every time I annex a province that is owned by the HRE - even if i am a HRE member - the HRE keeps hammering me until I return the province out of complete and utter misery and/or war or an emperial embargo?

How am I supposed to extend my territory in that region and possibly form germany?

I'm guessing you are playing MMG. Well, Germany wasn't formed in this time period in history, and MMG is about replicating history within a feasible realm for changes. It would not have been easy to unite the German peoples under one flag, and MMG makes it very difficult. You'll have to defy the emperor and give it your best go.

There's a few ways (this assumes MMG):
1) Become powerful enough that you can take on whatever the Emperor throws at you.
2) Get +200 relations with the Emperor and hope for a secret alliance that will let you keep territory you take.
3) Use spies to fabricate claims on provinces after you take control of them, but before you sue for peace (much higher chance of success that way). The HRE will not demand back a province you have a core on.
4) Become Emperor (if HRE) and give the provinces to the Imperial Demesne.

All four ways have their drawbacks, 3) is the least risky overall but expect to throw a lot of money (and gain a fair bit of BB) on those claims.

I've managed to form Germany in MMG even without being Emperor, so it's not impossible, but you have to see it as a very long term project, making claims and taking the occasional province rather than going on a spree of annexing.

Would you consider MMG to be more difficult than the vanilla game?

Yes and no. It puts a damper on the grand blobs of the AI and scales their armies down to a level that the player can use without going bankrupt. On the other hand, it also puts a damper on the player's own conquests with harsher BB and HRE states that can no longer be gobbled up five at a time, plus a variety of events that you have to take into account (for instance, succession rebellions means that I *always* keep plenty of troops in the home provinces even if there's no threat of war).

It's definitely more complex and requires more strategic thinking than vanilla, but that is balanced out by not having to face France with 500,000 men under arms, in my opinion.

Are force limits a hard cap though? I thought you simply paid more for units over the force limit and since the AI pays nothing, does that really matter?

The AI in NA 2.1 maintains an army at forcelimit x3. So if you slash their forcelimit by 66%, you slash the army they will maintain under arms by 66% and get an army at what their force limit originally was.
