I've known it for long (and I approved to it) that the Independant Europe Scenario (IES) is included in CotN, what I've just learnt is that the version of the IES is beta (!) 0.7, which is from febraury (!) this year.
The newest version is 1.52 (not beta), released 25th of July (as my sig says) and I reccommend that you download this version (~10 MB unfortunately), at least if you want to get out most of the scenario.
