Did you mean "should" in your thread title? Shall is an old, higher style (pompous even) word for will.

It sounds like you are making some form of royal decree declaring the decision already made..

Unless I'm doing something wrong, if you Revoke in 1.23, any nation you release inside the HRE will not instantly become your vassal.

So yeah, OP's wish has been fulfilled already and the reform got weakened.
