So with the new German focus tree facist Germany can create Reichskommissariats in Ukraine, Norway, and various other places, and yet imperial Germany (non-aligned) cannot puppet nations. If it were up to me, I’d make the Reichskommissariat focus available to Germany no matter it’s ideology, but change the flavour, so that imperial Germany can restore the treaty of Brest-Litovsk, creating protectorates in Eastern Europe and Finland. Or just give them to option to puppet nations, which, if I’m being honest, every Non-Aligned nation should be able to do.
IMO it would be a perfect follow on to the focus which satellites Romania and Hungary (which can still be taken by non-aligned Germany, assuming you get both Hungary and Romania in your faction), which both have option for German (or Austrian) monarchs to take power, allowing German monarchs to assert hegemony over Central and Eastern Europe.
