Storm rising is kinda generic.

Rising storms is better than Storms Rising.

I don't like Reign of terror as it indicates, I think, one central character who reigns with terror. This mod wouldn't have one central antagonist if I remember correctly.

I was thinking Reign of Chaos would be awesome (then I remembered Warcraft 3 ), here are some other suggestions:

RoA: Reign of Anarchy
EoE: End of Empires
ToA: Triumph of Anarchy (since Triumph of Chaos is actually the name of a really good board game that deals with the Russian revolution).
ToE: Twilight of Empires
WiF: World in Flames
AW: Anarchy World
TTW: The Third Way

Those are very nice names, It'satrap. I'll look for combinations of those.
What I don't like in names are "and", "the", "of" and other words like that. They add an ugly additional letter to the abbreviation (IMO RoA doesn't sound as good as RA).

One extremely awesome name is Non Sibi Sed Patriae (N.S.S.P).
It fills a lot of categories:
1. It means "Not for self, but for the country", thus referring to the rise of nationalism.
2. It's in latin
3. The abbreviation is nice (could be shorter though, I like two-letter names)
4. I found it from a Sabaton song (Wehrmacht).
I think it's used by the US Naval Academy, though.

Whoops! As you can see with some of my comments I kept coming up with amazing names, but then would realize "oh yes a very famous game already has that".

WiF is no exception I suppose!

Again I was confused, the quote from the movie is: "Patris et Filii et Spiritus Sancti".

I think Non Sibi Sed Patriae (NSSP) would be a pretty cool name for a mod and would go pretty well with your theme (alternate fascism and also a new anarchist movement).

My plans are that in the Beer Hall Putsch, Hitler gets shot in the chaos following the nazi actions. This fuels other nationalistic movements = more anarchy and destruction.

And I see no reason why the Banat republic should be added, seeing that Germany lost the war. Besides, no speaking about Balkans now. Let's hold a pause on that.

Also, keep suggesting names. I think the general theme of 1936 is clear: nothing is certain, anarchism and integralism are hungry for power, colonies are revolting... what name fits well?
