[Opening up the possibilities of non-HRE members acquiring voting privileges based on territories owned within de jure HRE.]
-- HRE Cores --
For the following diet/elector suggestions, I present the following setup:
HRE provinces, as indicated by the HRE map mode, will have a grayed-out HRE core shield (permanent) in the province view window.
If/when a province is removed from the HRE, this core is also removed.
If/when a province is added to the HRE an HRE claim shield is added, becoming a permanent core upon the election of the next emperor.
These HRE core provinces will allow the owner of the province (if in Christian religion group) -- even if a non-HRE member (so long as they, or a subject/union, also have a core on the province) -- to participate in HRE events such as...
-- Imperial Diets --
The imperial reforms list that is found in the HRE window will call a diet for the specific reform in question. It will not be an instantaneous enactment but rather initiate a period of time for voters to choose using the sides of the window similar to the choosing sides during the run-up to the Thirty Year's War.
The emperor will naturally lead the faction in favor of the proposal with their greatest valid rival (HRE member or not so long as they or subject/union share a core with HRE) leading the opposition.
The time between the announcement and vote will allow the two factions to bribe, threaten (similar to new diplo option announced recently), etc. to bring more votes to their side. Personal unions will always vote the way their parent nation does, while subjects will take into account relations and liberty desire.
One of the free cities(?) or OPMs(?) will be selected as the host of the Diet. In order to cast votes, a nation must have a diplomat present at the diet location. The votes will generally trend to whatever position their country sides with, but events and the successful interference by other nations can cause split votes (etc.) during a diet.
The number of votes a country (HRE member or not) gets will be based on the development level of the province with an HRE core. HRE claims award no votes.
-- League War Peace Diet --
A special peace diet will be announced when peace is proposed by a league leader during a league war with the question of whether to accept the terms or not. In the meantime, all combatants are under an armistice and can not engage in further battles unless/until the peace is rejected.
If/when peace is accepted, the Netherlands, Switzerland, and any HRE countries still in Italy (after "shadow empire" event etc.) will be given the opportunity to exit the HRE in exchange for significant bonuses for a period of time.
-- Elector Cores --
Electorates are now tied to the region they are granted to instead of the country, designating the cores currently owned by the elector-nation in that region (as of the granting of the electorate) as elector cores (permanent).
In the HRE map mode, a similar color code is used to indicate de jure/de facto (solid color/slash lines) elector cores; in 1444, for example, the bohemian region would be a solid color while the northern provinces outside of the bohemian region would be the base green HRE color, and if Bohemia loses a province from the bohemian region then that province would show up with the slash lines (even if the usurper is an elector themselves) since the electorate title is tied to the region (and no nation can directly own more than one electorate title).
If a small elector expands within their region then, upon election of the next emperor, their new cores will update to elector cores.
If an electorate is revoked then all cores in that electorate region lose their elector core status.
Elector status can be usurped by any nation controlling more than half of the original electorate cores. Upon the next emperor's election, any usurpation of electorates is considered. In the case of personal union electorates (as in King of England/Electorate of Hanover example), the parent nation can control where that electorate's vote is cast for the next emperor of the HRE.

The standard effects and penalties of seven electors applies until the time of reformation.
After which, up to... nine (historical max?) electors may exist in the HRE, though no penalty will occur from having less than the new maximum allowed.
