So, I've formed the Empire of Tamriel and I am trying to unite all the kingdoms. The thing that is holding up my progress is that the Imperial Conquest causus belli keeps disappearing. Shouldn't it always be available if you form the Empire? Am I missing something?

CBs tend to check for a lot of traits, chances are when it became unavailable you gained a trait that disabled some CBs.
