After forming the Roman Empire I decided to use it on some of the Italian independent counts and vassals
The description for casus belli states that I will get all of the titles in the de jure duchy(which I assume includes counties), yet the results have been inconsistent
A war against a duke with three provinces only yielded me his duchy while he independently remained in control of the counties. Another war against a one province count went as expected and I got his county. And finally after using the same casus belli to fight an independent count of an island (one county in his holding) off the coast of Spain, I received the duchy which has not even been created yet but the count remained independent in control of his little island.
Is this working as intended, or am I perhaps missing something that would indicate whether I get all of the titles as the casus belli description says or just the duchy?
