In a Spain run, I have become Emperor rather late (in 1600) and have no idea how to raise my IA. Adding my provinces to it does not work as before, and I have read that adding new countries to the Empire by releasing them should add IA, but it does not. I have 10 free cities, but a lot of heretic princes, and some big countries holding HRE provinces with a bad diplomatic setting (ie I can't call my allies and they can call theirs if I attack). Also at this stage there are no more small countries remaining that may join HRE.

So... I am open to any suggestion. Even by reconquering all HRE provinces and removing all heretics (not something easy as 6 of them are free cities), I will only gain 0.19 IA per month, meaning I will need more than 20 years to reach 50 IA for each reform (none have been passed....). From what I have read, integrating countries should fasten it a lot, but not the way I am doing it. Maybe the issue is that the game was played at a time without DLC Emperor on ?

You heard wrong. Or more likely you only heard part of it and misremembered the rest.

You gain IA by number of countries in HRE. This is a small amount and does not matter though. So ignore that.

You gain IA by having countries join the HRE that are not vassals of a country that is in the HRE. So force release small countries on the border of the HRE. And then make them join via the cb unlocked in the third reform.

If you do not have the third reform unlocked by the 1600s it's a waste of time. Just drop the HRE or take it out back and shoot it in the head with a shotgun.

Unless you want to rp then have fun sitting around.

Well... I just make Florence release Urbino, and it is at 200 relation so maybe it will join the HRE.

Making a HRE member release other members through war does not give instant IA, but still raises the number of members.
