Besides Federations, Hegemonies and the Galactic Imperium I would also add the option to the Custodian as well if certain special resolutions were passed.

I like the idea but only for the emperor. A federation lead changes too often (even if you can manage to "cotrol" your fed this can happen). And the buildings will be gone at a lead change. But for the emperor this is an exceptional idea.
I still wait for some information about emperor changes. Especially in case of vassallization mechanics. Will we get options here or a special type for the emperor?
Unless perhaps federation members would get the ability to build spevial federal buildings/holdings themselves, irrespective of the president. As an additional incentive to enter a federation. Why not

I think there should be an espionage operation to seize up to 3 or 5 of another Mergacorp's branch offices.
Branches are a pretty hefty investment. This would need to be a very difficult operation and give maybe 1 branch. Or preferably be a more involved system than a simple operation.

Paradox doesn't generally care about Megacorps though understandably. It wasn't a very popular expansion as far as I can tell.
