After I installed the reaper's due and conclave, I decided to start a fresh game as the Byzantine Empire in 769 as Konstantinos V. As soon as I started, I noticed that I was over my vassal limit, the Imperial administration that comes with the Byzantine Empire was not giving me the +25 vassals but the -10 to my vassals opinion of me did apply. Could somebody help me please?

Strange. I have +10 to vassal limit by laws, it's high centralization (-5 vassal limit), duchy viceroyalities (-10 vassal limit) and imperial administration (+25 vassal limits), so it works as intendent. Are you sure you're counting that maluses from centralization and viceroyalities?
That is it then, the high centralization, I guess before it did not start with high centralization and now it starts with it I overlooked the centralization laws and panicked sorry about the inconvenience. Thank you aono!
