Even then it would make no sense to ever integrate a culture. The Italic group has 13 culture, lets say you integrate all 12 so you get -12% state culture happiness for the rest of the game. At this point you have about 2000 pops. Every integrated culture is less than 200 pops on it´s own. You expand further, Greece. Africa, Iberia, Illyria. At this point you have let´s say 10-15k pops. The amount of cultures would be: Italic 13, Hellenic 26, Illyrian 9, Iberian 11 + a few gallic,punic and numidian pops. Every culture makes around 2% of your total pops, some a bit less like 1% and other maybe 3-4%. Italics are you culture group so they won´t be very unhappy anyway so why take a stability hit, influence costs and time to integrate 2% of your population for -1% happiness. Even worse with other culture groups. Why integerate 3% of your pops to get -5% for everyone else.
Cultures are just way too small to matter, if theres no way to get a whole group. Oly if you start with a wrong culture it makes sense like bactria, egypt etc.

It would work better if the Happiness bonus and malus is tied to the allowed social standing. If you allow just slaves of that culture they won´t get any happiness bonus an nobody is pissed off. If you make a new culture freeman then they are happier and maybe you get a primary culture happiness malus of 5% for 5-10 years until people got used to it. Same with citizens but harsher and thern for nobles you would get a permament happiness malus.
My understanding is that the integration only influences the State Culture Happiness - presumably the cultures that are integrated. So only the integrated cultures get the 5% malus, everyone else is unaffected. Presumably the overall average happiness will be balanced to usually rise: the benefit from integration (moving a Culture from a low Happiness to the high happiness of State Culture) outweighs the cost (a smaller reduction in happiness for all integrated cultures).

From other posts they seems aware of the concerns in balance.

Apologies if I misunderstood you, it just read like youd interpreted it as a happiness penalty to every culture.

Why is Egyptian being broken up? There are already several places where there are more cultures than is probably necessary (e.g. having all the Gallic or Pretanic tribes have separate cultures when they would probably work with some of them merged).

I like the culture rework, but it is still weird to see Aramaic and Levantine culture groups split. Aramaics and Levantines were very close, and the Hebrews ended up largely speaking Aramaic by the end of the game period.

Even though so far I've played I:R only during Steam free weekends, I am curious - will Veneti culture group will be expanded? Currently this is the only culture group in game with a single (Aestian) culture that represents Proto-Baltic people (names, etc. are purely Baltic), so the question is - will there be a Proto-Slavic culture as well?

Does this mean Armenia can no longer form Persia? :(

Anyone in the region powerful enough should be able to form Persia if they are able to capture its heartlands and willing to go through the motions. Alexander did it, asSeleukos did it after him, neither of them were Persian yet they continued the tradition and adopted the customs, and expected their satraps to do the same. Not doing so would lead to constant unrest in Persia, Egypt, Indus region, Bactria, Babylon, etc. While doing so should cause unrest in your home territories and amongst your non-Persian nobles. Forming Persia should rely on the peoples in its lands (and the great families from those lands) accepting you as such, or face constant problems when you try to strong-arm it.
