That "someone" was Max Weber. Machiavelli's Prince is guidelines of an ideal Prince, its about art of capturing power and retaining power. Focus of Arthashastran is very wide. It is about art of statecraft, administration, political economics.

P.S. It is often considered the bible for corporate leaders in today's world.
