Play multiplayer and it is almost guaranteed

It even happens regularly to me in SP. Maurya nearly always, Persia often formes and even Rome can easily pass 500 territories after the last adjustment to its aggressiveness.

Agree, imo this matter needs more consideration, important ports grew because they were located in strategic, global zones.
Carthage was in the middle of the mediterranean, Ostia serviced Rome, Aquileia grew because its position in the upper adriatic made it possible to unload goods in the middle of europe, Byzantium etc etc...

For these reasons the matter should be addressed in the trade and economy update imho, maybe someone could do a post in the senatuspopulusque thread.

I have made a suggestion on the SPQR about ports above level 2 being used as trade hubs. This will allow for trade bonuses by protecting long-haul trade, blockades negating those bonuses and cosmetic trade lines rerouting. It is all explained here:

i think it would be cool if there would come a Balkan culture group, which would include Thracian, Illyrian, Pannonian and Dacian. with Thracian i don't mean the kingdom of thrace cause thats a hellenic kingdom ruling over a primarily Thracian population, but like nations like odryssia, and triballi. adding more culture groups would be cool like Iberian, Celtic, Germanic instead of a generic Barbarian culture groups. love this dev diary tho

Iberian, Celtic, Germani culture groups exist, what are you talking about? Balkan culture group is a bad idea.

I'm usually not interested too much in mission trees, but this one seems awesome! I'll definitely want to play Thrace in the next update, and I can definitely see some hoi4 influence on the mechanics!
