C is always pronounced with a k sound in Latin, which is why circus is not sirkus, but kirkus in Latin. Arguably Dacia should have a k sound too, though I don't know if the Dacians used that term for themselves before the Romans arrived in which case it'd not be as clear cut.
But Celticia smells very Latin and hence should be pronounced with a k sound.

I agree with you that people come from everywhere and hence will have all kinds of accents. I have an accent myself. And hence pronunciation differences are to be expected.
I just pointed the c=k thing in Latin out given how this is Imperator ROME and given how a lot of people are unaware of how Latin properly is pronounced.
