Yes I know about this cheat and exploit as well, but unlike you I don't enjoy playing against / with cheaters so we don't have problems such as this in any of my MP groups.

Just for fun, let's say your right about the tanks and can win in 1 week = 168 hours when attacking desert terrain despite a -99% combat penalty from forts.

This means that without the fort when attacking desert terrain your tank division will always defeat a same width infantry division in 2 hours ( since it inflicts 100 times more damage ).

The defending infantry they are fighting are designed by a human player and have full org and full dug in as well, something to keep in mind.

I would LOVE to see your tank divisions which can do that, but sadly they exist only in your fantasy...
Im not sure its cheating, its only a less micro intensive version of the more classic exploit (send a 2 width infantry division, let the enemy fleet intercept that, then send your tanks). Its just poor game design by Pardox, and extremely hard to police through the use of rules. Anyway, both sides can use it and anything that removes focus from the horrible naval game is beneficial in my eyes.

Even without CAS, 2 40 width tanks could rout and wipe a theoretical stack of 100 40 width infantry in just a few hours (in the open field). Forts only make it a bit harder. In El Alamein you need CAS support, just enough to fill the air width, and having at least 50% contested air superiority helps as well. With tanks and Von Manstein and the destruction of the fort down to lvl 4 or 5 after about week, it can easily be taken. Assuming the allies cant pierce your tanks.

How can Paradox prevent Human player to build a lv.10 fort in El Alamein so easily? Please don't tell me Italy can invade Egypt by sea as the Royal Navy is always superior.
You dont need naval superiority to do a naval invasion. 1 sub on do not engage and total air superiority will let you do a naval invasion.

Also, a good Italy's navy will always be superior. In fact a good Italy's 1939 navy can easily beat a combined USA and UK stock fleet.

Another exploit which is also banned in all sensible HoI4 MP games that think navy at all should be a part of the game...

If it's cheating or not depends ofcourse on the rulings/admins of the group.

Its just poor game design by Pardox

I'm pretty sure the game was not designed intentionally to be that way, which makes both of your exploits bugs, not game design decisions.

Not anymore. Since last patch 100% air superiority only doubles your effective ship count which would give you 2 ships vs the 50+ UK will put in the med...

From the patchnotes:
"- For Naval Superiority air superiority now works as a multiplier to your naval force rather than side by side. So you can’t get naval superiority through only a giant pile of planes anymore"

How can you ban it? Sometimes transports do get away. How do you differentiate between the two? Sometimes i send 2 units at the same time. You just happened to sink the unit that wasnt my tank. Are you going to ban me for your bad luck because it was similar to an exploit? Its impossible to police, even in a closed group. Try to rule it out and watch the accusations fly.

Im sure it wasnt intentionally designed that way. Its been that way for as long as i can remember though, which probably means that Paradox designed the game in such a way that stopping this exploit is very difficult to fix. Thus poor game design.

Im not sure they ever fixed it, as i do/see Sealion all the time or invade Egypt all time with the tactic i just described. The way i understand naval invasions is that essentially you need 10 "points" to be able to naval invade. Having 100% air superiority gives you 9 points, having 100% naval superiority gives you 10 points. if you have 100% air superiority, all you need is something around 10% naval superiority and you can naval invade. Usually you can get this with just having a few subs, or setting your fleet on do not engage in whichever zone you need.

Easy. You play with friends and people you trust.
I suppose. Its not always possible though. I do have a core group of experienced players i invite first when i host, but usually the majority of the lobby is randoms. I find a lot of people who join know me (probably because of my mod), even if i dont remember them. Even so, i find it impossible to police. Its also why ive given up trying to enforce not deleting units. Although i made the equipment and manpower loss 100% in my mod.

For the exploit of making small divisions specifically to tie up the enemy fleet that should also be very easy to prove by having a look at the save before or during battle.

If someone that has a radically different view on what is considered an exploit should join the group, there many are other bannable offenses that they are sure to commit which are easier to prove, that can be used instead.

I suppose. Its not always possible though. I do have a core group of experienced players i invite first when i host, but usually the majority of the lobby is randoms.

I don't really enjoy playing lobby games with randoms at all as I am sure you can tell, with planned invite only games you have more control over the group and types of games you want to play.

It would be interesting if there was a list of what the MP community considers the most serious bugs and exploits, such that we can together urge Paradox to take a look at them.
