I've found that decreasing unrest when a rebel type (nationalists or zealots) is about to revolt (90% progress) actually decreases their troop count, BIG time, and I'm wondering how much I can control this situation.


The wiki simply says that a a province contributes with its level of development, but it's not the only factor.
If a province loses unrest (say, it goes from 3 to 1 unrest) right before the rebels appear, this impacts the army size.

Honestly never noticed different unrest level gives different size. The only thing I noticed is when a province goes to negative unrest, it completely stops contributing to rebel size. If I can't make it below zero with increasing autonomy I just eat the rebels instead. Increasing autonomy and then having to deal with rebels is like shooting yourself in the foot and then stomping on it with your other foot.

I think the rebel army size takes the number of provinces with that type of unrest. So if you decrease unrest enough so some provinces won't be impacting the revolt anymore, then the rebel will get a weaker army

The rebel army size doesn't seem to depend on the unrest level but only from the development and technology:

The difference comes from the amount of development which is supporting a faction.

Roughly every 3 (.something) development a rebel faction gets +4 size.
Every faction gets +10 basic size.
