This is getting frustrating.
Haiti: empty slot in a factory
Liberal party in power with Full Citizenship
Plurality at 40%
all reforms on acceptable except work hours
Reforms funded.
No debt
Level 2 railroads
Citizens have basic needs fulfilled except liquor (no clue why). Craftsmen have 99 reserves in 50K POPs. Empty tobacco RGOs?

What can i do?! Specifically!

You don't need to fund the reforms, for immigration it's enough that you have them. And since you don't have to pay the bill, go for Good reforms right away (especially Healthcare).
I'm not sure why you're not getting any immigrants. It could be that the US has higher plurality than you still and so gets it all. It's pretty much all or nothing, I'm afraid.
