Basicly remove the whole immigration pull/push type immigration that effects pop growth. And instead make migration based on the new resettlement system. With immigration pull/push factors now being tied to pop resettlement chance. If for example there are no open jobs. High overcrowding and a recently founded colony then the pop will resettle itself to another planet. Even if there are open jobs if there are other immigration push factors this may still happen if there are other pushing factors. And make migration take time. Even with resettlement. It would reasonabbly take time for ~500 million people - 1 billion people to resettle. Even in a civilization with advanced technology. Basicly the pop would get a modifier. Slowly decressing its production over time(less individuals in that pop) Untill it moved to another planet. How long this phase took could be shortened via some technologies, traditions and ascension perks. This would also apply to forced resettlement but it would be faster. Hopfully this can make into 3.1 because if this was added right now it would be a buggy mess.
