Will manpower still increase if you annex austria and other ethnic german provinces?

Manpower was raised as a potential issue (particularly in MP) but on balance the historical team won out over game play. The problem is exacerbated by the tendency to attack continuously and use reinforcement to keep the strength up of frontline troops (AI does this too)

Have seen manpower problems in beta 1.02 MP games - but consensus was that this was realistic not a problem. Germany vs USSR can chew up alot of troops. But then Gemany was drafting 14-60 year olds by 1945 in to Volkssturm which were front line troops.

Okay, here are some more facts. Some people tend to use single anecdotes or incorrect facts to try to argue that manpower should increase with conquered territory. I think the new patch has it right. Some counter-points to pcasey and others.

1) I mentioned the Charlemagne division (French Waffen SS Division), but it became a division sized unit only in February 1945(before it was only regiment then a brigade). What do you think the chances are of them actually getting a full division staffed at that time?

2) Regarding the *millions* of French laborers, try more like 600,000 deported to work in German factories (working full-time for the German war effort). Check out http://www.requis-deportes-sto.com/pages/intro.htm

Regarding working on French fortifications, the best number I have found mentioned 300,000 built the Atlantic Wall with 100,000 of them being French. No millions here either. Furthermore, the impact of these people on the German war machine in the game is the captured IC (versus an increasing manpower number).

3) Furthermore, the "extensive recruitment" of Baltic and Balkan nationals were incorporated in the Waffen SS. And again these units became combat effective in 1944. The Balkan troops were anti-partisan units primarily while the Baltic troops represented three divisions (were they ever at full strength?). For more info, http://www.wssob.com/

And regarding the foreign troops in France, of 850,000 troops under Runstedt's command, 60,000 were Russian Hiwis. Now compare this to the population of the occupied Soviet Union. I would say this represents a rounding error, and the patch correctly does not allow for manpower increase from conquered land.

Monthly manpower seems to be [total of province manpower]/10 so if you get 12 per month you probably have 120-something total province manpower.

Also, I haven't done it but you supposedly get manpower back when you disband units. If this applies to all units then you could get some from the navy if you have no naval opposition. I assume you don't get any ICs back, however.

Number of Dutch, Belgian, Dutch, French, and Danes working in German war industry in December, 1940: 220,000.

Number of same in October, 1942, 10 months after conscription was introduced to raise the labor rate: 2,600,000.

Number of same, with the addition of conscripted Italians after Italian defection from Axis in September 1943: 4,100,000.

Number of Russian labor conscripted between March 1942, and August, 1944: 2.8 million (largely ukranian).

Number of Russian POWs used as slave labor, 5,160,000 (of whom 3,300,000 died).

And I don't even have numbers for the balkans, Norway, Poland, or the Baltic republics. Likewise, I don't have figures to in-country enforced labor e.g. the Atlantic Wall

On the list, it says "national provinces". IMHO this includes provinces claimed by a nation, like in your example, Austria, Danzig and Sudeten would count as German national provinces.

I could be wrong though, and would appreciate if someone in the know could clarify this issue...

The keyword 'nationalprovinces' is what the save file uses for claimed provinces so that is probably what they mean by national provinces.

This is absolutely true and I have used it. The problem is though, you only get 50% manpower back. I don't know the reasoning behind it though, what happens to half your army? Do they get to go on vacation while their nation potentially gets occupied by an enemy? I kid around by saying they used the 'ol game-economy standard system of selling items to merchants for 50% their value. I jsut don't think it applies to humans though :)
