So, overall I consider Lem a great success. The Custodians wisely laid out and repeated expectations of what they were doing (including the reminder that Lem is bigger than what we can expect from the CI in the future). A number of balance issues were addressed (perhaps too severely in Shattered Ring's case), two old DLCs got some neat content, and an ancient mechanic (traditions) got a much-needed facelift, the only real change to its foundations since Utopia dropped 4 years ago. The Clone Army origin in particular showed a deal of creativity and is a worthy addition to Humanoids.
Buttttt the 3.1.2 hotfix was not as meaty as I would have liked. The devs' plans not to provide another fix for Lem is disappointing, leaving issues like the speedy asteroid that realistically can't be stopped (is that even a bug?), that persistent invincible fleet nonsense, some apparent problems with some of the new civics in certain conditions, the lackluster necrophage hive minds, and naturally the MP desyncs for mods that use custom GUIs...such as Gigastructural Engineering, one of the most popular and highly praised mods for Stellaris with almost 300k subscribers.
So Lem is cheering, and I'm really happy that the next Custodian patch is coming out in around two months, but it is a bit of a letdown that some of these issues were not considered worthy of working on now. I hope they get addressed in 3.2 at least.

Edit: And I do just want to state that I think Stellaris is in the best shape it's been and I really appreciate the Custodians' work. Perhaps other PDX teams will adopt a similar initiative, but regardless, thank you for Lem; my friends and I are loving it (just without Gigastructures)!
