But this is how I build resort worlds.

I guess this is kinda what the Culture is like, just mostly pristine worlds filled with the 'unemployed' who do nothing but learn and make art in their spare time. All living in luxury residences.

Hah! Oh, man, that cracks me up. I love PDX. It never even occurred to me that stacking unemployed pops on Utopian Abundance could be a strategy. That can't be efficient though, for science. What is the unity production per pop, and how does it compare to something like entertainers & culture workers?
