One thing that would be really cool would be a war goal to force the loser to pay for a massive work such as a Mega-structure. Perhaps a diplomatic option to ask them nicely to pay for it first....

Sounds tricky to implement. But just an ability to demand resources in your war demands would be nice, and could pretty much serve that function. Though I'd assume that megastructures generally cost much more than an average empire would have stockpiled ...

It's not the same as being a tributary. Tributaries pay out small amounts of money over a long period of time. This would be a large amount of money over a short period of time. Once the project is complete, the payments end.

How the Empire will pay if they don't have resources to pay?

The Tributary is the viable implementation to "X is gonna pay for it", because they are literally paying for your shit when they become Tributary.

you could set a certain amount during the war declaration and after the war, the other empire would have to give all its stockpiles, and if that isnn't enough, a certain percentage (maybe like 75%) of their mineral income to the victor, until the specified amount has been paid.

you could set a certain amount during the war declaration and after the war, the other empire would have to give all its stockpiles, and if that isnn't enough, a certain percentage (maybe like 75%) of their mineral income to the victor, until the specified amount has been paid.

This ia a clunky implementation. Tributary is a good, interface clean and balanced way to ask for resources.

What they can do is "Pay Tribute for X years" to stop making Tributary a diplomatic condition.
