Some Illyrian tribes have the 'pirate heritage' however this is only a modifier. They need abilities to make them play different as well as provide a CB for other nations to become aggressive towards them. They should have the 'raid port' ability currently available to only Hellenic nations and the Indian ones. It should be available without having to invest in military traditions but is a 'heritage ability'.

It's small things like this that provide immersion and give reason for expansion. It also provides an ability for Illyrian factions to pick away at larger factions.

"Attacks on trading vessels of Rome's Italic allies by Illyrian pirates and the death of a Roman envoy named Coruncanius[3] on Teuta's orders,[4] prompted the Roman senate to dispatch a Roman army under the command of the consuls Lucius Postumius Albinus and Gnaeus Fulvius Centumalus."

The idea is to provide natural causes for CB's to develop. Instead of 'fabricating a claim' on illyria, you strike to neutralise the pirates raiding your ports using an 'eradicate the pirates' cb you automatically get from being raided. It adds character and natural progression to the campaign.
